For techniques like katadori ikkyo ura and nikyo ura, Tori slides to the outside and enters while covering Uke‘s shoulder-grabbing hand. Many shihans do this, especially Namba Sensei makes very clear movements.
Tori doesn’t slide to the outside and retract back or cut down on Uke‘s arm. I’ve noticed this would leave Tori vulnerable to the forward momentum of Uke. Not only that, Uke‘s arm is strongest when he has it in front of him. That is why when Tori moves to the side and enters, Uke‘s arm is taken out sideways and is hardly usable.

As a follow-up to this entry, I slowed down Seki Sensei’s ikkyo omote taisabaki to 10% of normal for a few instances of the waza across different years. I’ve noticed his inner leg tends to be the support leg while he redirects Uke at a different angle to incidence. In one clip his outer foot hovers above the mat for a few moments while Uke is beginning to fall.

Revisiting ikkyo omote and ura by Seki Sensei and some other shihans, there’s a possibility they might be the same technique. Here is an entry to illustrate this with stills. This video below is omote, but if Sensei were to step back after cutting down, it could easily be ura.
